Extracting pages sounds like cutting a file in half. It is closer to rebuilding a document from parts, and the difference shows in the result.
A page is not self-contained. It refers to fonts, images and colour definitions that live elsewhere in the document, sometimes several steps away. Extracting page seven means finding everything page seven depends on and bringing all of it along. Tools that get this wrong produce a document that opens with missing text or blank images.
A page can leave its size and its resources unstated and inherit them from a parent in the document tree. Lift the page out on its own and those settings vanish with the parent. Here the tree is walked with the inherited values carried down, and anything a page did not state for itself is written onto it before it is detached.
Text stays selectable and searchable. Images keep their original compression. Each page keeps its own size, so a landscape scan among portrait pages stays landscape. Nothing is converted to an image along the way.
People split documents to send a part of something private: three pages of a bank statement for an application, one page of a contract, a section of a medical report.
